Paraparaumu comes up in every conversation but i haven't managed to make it there but it has to be one of the top in the country, let alone the area. I have played Royal Wellington and enjoyed it, One of the longest courses I've played off the blacks and was in pretty good condition.

Last course I've played in the area is Miramar, Could take it or leave it, was insanely windy when i was there.

Paraparaumu Beach is a stunner. Pretty easy to get to from downtown Wellington; train and cab or rental car.
Royal Wellington is worth playing and again pretty easy to get to via a train and cab or rental car.
If you are happy to drive a little; Otaki, Levin and Hokawhitu in Palmerston North are great options.
My pick is the Beach, on a good day it's beautiful and on a bad weather day brutal but so enjoyable.
There are a heap of good public/club courses in the Wellington region, wander and enjoy.
