Hi Frankie -
You may be asking if anyone here has seen actual differences when hitting these shafts but I thought I would provide you the basic info on the Tour Issue product.
"Dynamic Gold Tour Issue shafts provide similar power, control and the trademark penetrating ball flight associated with the entire series of Dynamic Gold irons. The Tour Issue shafts have a Tour Only weight tolerance of +/- .5 grams for custom precision fitting."
Tour Issue shafts are the same weight throughout a set. You get a matching set of shafts from a tighter tolerance. Whereas the standard Dynamic Gold X100 you might have a set which varies 1-3 grams between each shaft in the set.
Hope this helps...

I have Tour Issue S400's in my CB/MB's.. I can't tell a difference in the normal S300's and the S400's other than maybe being heavier, and a larger shaft label that doesn't peel off like a sticker.
Oh, and the price tag.. Yikes!
