"flex" factors of golf clubs graphite vs. steel

    What determines the flex in golf clubs?  Are there uniform methods for knowing the terms ie. Regular, Stiff,Uniflex, etc. when selecting the use of such clubs for Senior players?  Given the New materials used in the clubs, are there any regulations concerning the amount of bend. or is it simply personal preference on the golf course?

    What I've learned recently tells me flex is a very nebulious term. Rifle came up with this measurement which shows frequency vs lenght, so a 5.0 means R flex. But you can't apply that yardstick to any other shafs besides Rifle, because the flex profile of the shaft affects feel of stiffness in a way that can be totally unrelated to flex measurement. ie, a shaft that is "Butt stiff" might measure 5.0, but have a very soft tip that makes it feel like a Sr. Shaft. Or a shaft, like my Fubuki might have a a firm tip, and softer butt end making it feel stiffer than it measures!

    I wish sombody from the industry would come up with a common term to describe flex of a golf shaft that relates to how it will play!
